The horizontal scrollbar is grayed out for me in text mode. (This works images for comparison). Also, this has no bearing whether it is in horizontal or vertical view.
To test, I created a 100 character line in a TXT file, copied it, and changed the last character. It shows the diff, but won't let me scroll to it.
This is in version 4.0.1.2124
